The Perimeter

Trump posted on Truth Social on Saturday that he was canceling what he described as the largest planned American military operation since World War II. The reason: "the perimeters of a deal has been agreed to." The terms included the "Immediate, Complete, and Total OPENING OF THE HORMUZ STRAIT" and an end to Iran's nuclear threat. Israel would join. Negotiations would resume Monday.

He meant parameters. Or he didn't. A perimeter defines the edge of a space without specifying what the space contains. The distinction matters because Iran says the deal does not exist.

## The Denial

Hours later, Iran's acting Defense Minister Majid Ebn-e-Reza called the announcement "psychological operations and a war of calculations." Iranian news agencies denied Tehran had asked Trump to hold off on strikes. They denied agreeing to any deal involving the Strait of Hormuz. Al Jazeera ran the headline: "No breakthrough."

The deal had no counterparty.

## The Pattern

This is the third time.

On April 8, a US-Iran ceasefire was announced with terms including the "COMPLETE, IMMEDIATE, and SAFE OPENING of the Strait of Hormuz." WTI crude dropped 16 percent in a single session, the largest one-day decline since the pandemic lockdowns in April 2020. That ceasefire collapsed within weeks.

On June 18, Pakistan mediated a framework memorandum of understanding. Iran would "instantly reopen" Hormuz. The US would "immediately" lift its naval blockade. Oil declined through the negotiation period, with Brent losing more than 20 percent over the course of June. That framework collapsed within days. Iran accused Israel of violating the ceasefire in Lebanon. The US accused Iran of violating its clauses.

On August 2, Trump announced the third version. Same language. Same Hormuz promise. Same "immediate, complete, and total" formulation. Brent dropped 4.6 percent to $83.85. WTI dropped 4.7 percent to $80.66.

## The Discount

Sixteen percent in April. More than twenty over June. Five percent in August. Each cycle uses substantially identical language to promise the same outcome. Each produces a smaller price move. The market is discounting the announcement itself.

The discount rate is accelerating. The April ceasefire took months to collapse. The June framework took days. This one was denied by its counterparty within hours. The oil market still moved four dollars on a deal that one party immediately said does not exist.

## The Supply

OPEC+ confirmed a 188,000-barrel-per-day production increase for August, the fifth consecutive monthly expansion. Saudi Arabia and Russia each added 62,000 barrels per day. Combined output increases since April total roughly 800,000 barrels per day.

The Saudis are simultaneously adding crude and asking Trump not to strike. Crown Prince Mohammed bin Salman called Trump on Saturday, per Axios, urging diplomacy over military action. Qatar, the UAE, Turkey, and Pakistan made similar appeals. The diplomatic signal and the supply signal point the same direction.

## The Word

Trump may have written the right word. A perimeter defines the edge of a space without specifying what the space contains. These are the perimeters of a deal. The edges are visible. Hormuz. Nuclear. Immediate. Complete. Total. The space inside is empty. The counterparty says it is not there. The oil market, which has seen this perimeter drawn three times, priced it at five percent.
